Canada's Parliament is right to repeal Section 13 of human rights act

The Criminal Code provides for up to two years in jail for what's known as "group vilifying speech," that is wilfully promoting hatred against identifiable groups. And rightly so. Free speech shouldn't be taken as a licence to preach racism, homophobia, anti-Semitism or other evils in the media or anywhere else. Given that legal safeguard, it's hard to see why the Canadian Human Rights Commission (CHRC) also should be in the business of handing out fines of up to $10,000 and awarding damages of up to $20,000 for much the same offences under Section 13 of the human rights act, which prohibits telecommunicating "any matter that is likely to expose a person or persons to hatred or contempt."
